Procurement planning is the process of identifying an organization’s needs and requirements while considering the timeframe, market prices, procurement method, and available budget. The goal of a procurement plan is to increase the efficiency, effectiveness, and transparency of the procurement process.

Section 53 of the Public Procurement and Asset Disposal Act (PPADA, 2015) requires procuring entities to prepare their annual procurement plan within the approved budget prior to the commencement of the financial year.The Annual Procurement Plan (APP) Module in the e-GP system facilitates online preparation of procurement plans by procuring entities. The key functionalities of the APP module include:

  1. Online preparation and submission of user needs and requirements from the departmental level of a procuring entity;

  2. Aggregation of departmental user needs and requirements;

  3. Online reservation of a minimum of thirty percent (30%) of the procurement plan budget to youth, persons with disabilities, and other disadvantaged groups;

  4. Online reservation of a minimum of twenty percent (20%) of the procurement plan budget for resident tenderers of a county;

  5. Online approval by the responsible authority;

  6. Online publication of the approved procurement plan.
